Study On The Problems And Countermeasures In The Implementation Of The Minimum Living Security System For Urban Residents In D City

System of safeguard of townsman lowest life（hereinafter referred to as the system of subsistence allowances）,as a policy system of social security system in our country,since the1990 s,through a variety of policy support,to meet the basic requirement of the low-income groups to guarantee the lowest life,difficult to maintain the city has made a great contribution to the fundamental interests of the residents.However,because China is in the period of economic and social transformation,the system construction is relatively short,there are still many problems in the process of formulation and implementation,many ideas and practices still need to be further improved.To give full play to the role of social security as the "last safety net",there is still room for further improvement of policies on people’s livelihood.We will improve the urban subsistence allowance policy and provide more professional policy support for poor urban residents.Combined with the actual work,this paper investigates the implementation of the minimum living security system for urban residents in D City,expounds the current situation and existing problems of the implementation of the minimum living security system for urban residents in D City,and analyzes the reasons.In view of the problems summarized,countermeasures and suggestions are put forward to strengthen and improve the implementation of the minimum living security system for urban residents in D City.Based on the good policy experience of foreign developed countries,this paper summarizes the core content of this paper: through the following questionnaire,improve the implementation of urban subsistence allowance countermeasures.This paper expounds from four aspects,such as strengthening departmental coordination and information sharing,broadening the relief channels for subsistence allowance recipients,improving the management of subsistence allowance system and strengthening the construction of subsistence allowance working team,so as to provide reference for studying the implementation of urban subsistence allowance policy in China.
