Study On The Innovation Of County-government Public Cultural Product Supply Mechanism

With the development of economic society and the improvement of people’s living standard, public culture is increasingly demanded by the broad masses. As a result, reinforcing public cultural service system construction has become a national strategy. Since county governments are the basic administrative divisions closely linked with the broad masses, the increase of county governments’effective supply of public cultural products is of special significance to meeting mass cultural demands and to the reinforcement of management system innovation in local society. The economy of counties of Zhejiang Province is better developed and the overall supply of county public cultural products tops the list nationwide. Hence, taking Zhejiang Province as the object of studies will help to provide experiences for county governments in the rest of the country and help to explore a way. County-government public cultural product supply has its own connotations, extensions and theoretical basis. Zhejiang Province is faced with such development dilemmas as the relevant deficiency in gross quantity, overall lower efficiency, low equalization level, imperfect structure, relatively poor contents and weak capability in the county-government public cultural product supply. The constraints on the innovation of county-government public cultural product supply include concept, system frame, management system, operational mode, mechanism and supporting measures. Empirical studies in many places like Dinghai District of Zhejiang Province have suggested that the county-government public cultural product supply mechanism requires for constant innovation, specifically in the following ways:first, making the concepts and thoughts on supply mechanism clear, attaching importance to the soft power of culture and the hard support of economy, coordinating cities and villages, supply and demand as well as hardware investment and software construction; second, perfecting the system frame of supply mechanism and completing policies and regulations, institution of rights and responsibilities, investment and financing system, as well as performance assessment system; third, standardizing the operational mode of supply mechanism to enable the finance supply mode to be designed for pure public cultural products, public-private joint supply mode for would-be products, club supply mode for a small scope-benefited public cultural products and private supply mode for individual-benefited public cultural products; fourth, perfecting the core contents of supply mechanism and building masses-oriented demand expression mechanism, government-oriented cost apportionment mechanism, demand-oriented supply decision-making mechanism and efficiency-oriented supply operation mechanism; fifth, optimizing the supporting systems of supply mechanism, perfecting the organizational system, enriching the content system, clarifying hierarchy system and optimizing structural system.
