Study On The Public Apathy Problem In The Social Assistance

Since the founding of People’s Republic of China, after decades of rapid development,China’s comprehensive national strength has been significantly improved. The quality of lifeof residents also has a marked improvement. However, due to differences in geographical,environmental and economic policies, as well as residents of personal ability and other factors,the part of the population’s living standards or economic income is still far below the averagelevel of society, part of the population because of the natural or man-made reasons causesome basic rights are damaged, such as the right of education, life and health and others. Atthis point, the government is under an obligation to this part of the residents to providegratuitous relief, it forms the social assistance. Social organizations and the public widelyinvolved in social assistance can effectively alleviate the financial burden of governmentsingle social assistance, and the timeliness is reflected better in the accident rescue.However, with the development of China’s socialist market economy, people’s traditionalideas as well as modes of life and communication have taken place in a larger change, thisreduce the level of public morality. In addition, the charity scandal in China in recent yearscontinue to occur, the enthusiasm of the people involved in social assistance decreasedgradually, and then appeared in the so-called problem of public apathy. Public apathy willinhibit the development of the cause of social assistance, progress and harmony of the societyas a whole is extremely unfavorable. So, in this social context, we need to analyze therelationship between social assistance and public indifference to try to develop or improve thesocial assistance system to alleviate the problem of public apathy, thereby increasing the levelof social assistance.To clear the reasons of public indifference and improve them has the importanttheoretical value and practical significance to improve the enthusiasm of the people involvedin social assistance and the development of social assistance. This article is from theperspective of social assistance, using the empirical analysis, comparative analysis andliterature and other methods to explore how to improve the social assistance system toalleviate the phenomenon of public indifference, roughly summarized as follows:Part one: Introduction. This section introduces the background and significance of theresearch first, points out that the subject is under the background of the decline in the publicmorals, enthusiasm of participation in social assistance, and the public apathy comes out.Thestudy of the public apathy problems in social assistance is good at raise public moralstandards and the enthusiasm of participate in the social assistance. It makes the major theoretical and practical significance to the cause of social assistance. In addition, this chapteralso describes the current situation of the domestic and international research on the socialassistance system, and describes a method and framework of this study, and the innovationand deficiencies of this paper.Part two: This chapter elaborated the theory of social assistance connotation and publicindifference. Including the basic definition of social assistance, social assistance contentextension and the practical significance of social assistance, the theory of public participationof social assistance and social assistance legal system; public apathy theory includes socialethics theory and the meaning of public apathy and its causes.Part three: Empirical analysis section. First of all, through the introduction of a fewtypical case of public apathy, the paper describes the current situation of public apathy. Then,from the perspective of social assistance with cases, it analyzes the reasons that lead to publicapathy. Specific reasons generally include the following five aspects: First, the lack of socialassistance habit; Second, the high cost of social assistance rights; Third, the lack of socialassistance legislation; Fourth, the lack of social assistance funds; Fifth, The opaque running ofcharitable institutions.Part four: This section is mainly introduced the foreign-related legal measures to addresspublic apathy from a legal point, such as Japan s abandonment crime, Italy and Germany scriminal law items to punish the neglecting behavior and so on. Compare the practicalsignificance of the legal system of these countries to improve social morality with the blankof China’s legal system, we could find out the importance of social assistance legal norms.Part five: This chapter put forward some measures to ease the public apathy problemfrom the perspective of social assistance, combine with the reasons that lead to public apathy,learning from foreign experience to respond to public apathy, and combined with the actualsituation of China’s social assistance system, include creating good social assistance habit,reducing the cost of social assistance rights, improving the social assistance law, establishingcontingency fund of social assistance, and increasing the supervision of charities.In addition, the premise of the feasibility of the conclusions and countermeasures alsohas been discussed. The author points out that just with the premise that the government toregulate and guide the content and direction of social assistance from the legal, institutionaland educational perspective, and the citizens pay attention to improve their own moralcultivation conditions, get rid of the "materialistic" philosophy, strengthen the socialassistance system to ease public apathy purpose is going to be realized, our cause of social assistance will be made more rapid development.
