| Good and perfect social security system is very important which iscalled ‘social security net’ and ‘mechine of reducing socialpresures’.After P.R.C foundation, due to the policy of spliting the cityand rural economy developments, and using the argricuture to agress theindustry, so today, as a result, city social security system has beenbasically built while rural social security not. The fact is that Chinahas1.3billions people and rural people is more than50.32%, so how todeal with their social security not only is the biggest problem fortherseves, but also is the country’s big chanlenge. Severalcities’modernization alongside the country’s seaside area doesn’tmean the whole country’s modernization. Only the rural area has beenmodernized, can the country come true her mordenization as a whole.In China, rural people is majority, economic level is quite differentfrom area to area, finance butget is limited, capital management is notgood, people’s mind is behind the economy reality,some old concernedsystems are the putting-back powers of the revolution, law sysytem is notperfect,and so on,these are the problems should be faced in building ruralsecurity system. I think that legislation and policy are the foundmentalmethods to deal with these problems.Other countys’experiences can be used by us. Though differentcountys have different experiences, many can be useful for us. No matterGermany,America, Swissland or Singaport, their useful experiences can beused by our country, and the biggest experiences I think should be usedis that our country should legislate the social security law,and thenarange the concerned measures detailly.This dissertation’s logical beginning is the necissarities andurgenesses of building our country’s rural social security system, and,based on the main research point in China an other countries’ realitiesand theories,and based on systemal analyse,I try to construct detaillythe law system of the China rural social security. |
