Research On Community Governance Of Chinese Cities Under The Harmonious Society

With the reform of the economic system, China’s social management system alsoenters transitional period. Besides, the exploration of new management models hasmade some achievements, but at the same time, as a community social micro-cell andcell-based society, in the face of the country institutional mechanisms for change, themultiple community governance is still lagging behind. Community, as a basis for fieldpeople’s lives, carries the specific problems of the transitional period of development. Inparticular, according to the decision by the Third Plenary Session of18, in whichinnovative social governance was mentioned, it pointed out clearly the direction for thetreatment of multiple-subject harmonious community. Communities under the guidanceof rational government autonomy, play a better role in community self-management,self-education, self-service functions, help to actively participate in the communitygovernance body’s governance, promote the improvement of people’s livelihood issues,resolve community conflicts and stabilize social harmony.However, the governance of urban communities is faced with a series of issues inthe process of building a harmonious society, such as lacking relevant supporting legalfacilities, prominent administerization of community governance, with weak awarenessof participating in the service and hysteretic development of non-profit organizations aswell as the underdevelopment of the interactive structure between communities andsociety. These are restricting the autonomy of a harmonious community.This article, based on the background above, proposes the research on urbancommunity governance in the harmonious society. Firstly, from the perspective ofreality and theory, it analyzes the necessity of constructing harmonious community, andthe importance of grass-roots government powers return to the community. Secondly,from home and abroad, on the basis of existing research results, it renews the relevantconcepts and theoretical basis of harmonious community governance, and explores theinteraction between community governance and harmonious society; Furthermore, byanalyzing the achievements and practice of the Chinese urban community governance inthe harmonious society, Combing the history of the development of Chinese citycommunity governance and the current academic recognition of four kinds ofgovernance model, and the dilemma of the urban community governance and thereasons were analyzed in harmonious society construction. Finally, in reference to the advanced experience of community governance, this paper probes into the ways torealize Chinese urban community governance in harmonious society. In attempt to builda diverse community governance system, and a good governance relation in theharmonious community, the government should try to make the community becomes theharbor of expressing their interest appeal, and limit conflicts within the system ofcommunity norms so that the community can become a platform for the governmentand the public to communicate with, and set up a harmonious community environment,to ensure that people live in peace, and the society keep stable and safe.
