Research Of Government Discourse Operating Mechanism In Internet Public Events

Government discourse refers to the information, which is expressed by voice,words or other means that can be understood by other people, from the governmentpublic authorities and their staff in the purpose of expressing of their self-interest,transmitting messages, communicating with other social actors, controlling orinfluencing the thought of people, and etc.. In recent years, internet public events comeforth one after another, which indicates that, the public management of China has beenrunning into a serious speaking crisis. On one hand, The government, which is alwaysbeing reported and criticized, often with a negative image in internet public events. Onthe other hand, The public always misunderstanding and distorting the governmentdiscourse by ‘Against interpretation’, thus the government apparently lacksthe inclination to lead the discourse in the negative public opinion, and the credibility ofthe government is weakened, which is not conducive to solve the public events.In order to get the government out of the discourse predicament and to alleviate thediscourse contradiction between the government and the public in internet public events,we need a fully and systematically understanding of the operating mechanism of thegovernment discourse in online public events. We need to clarify the sender and thereceiver in the operating process of the government discourse with their influence, tounderstand the production, transmission process of the discourse, so that we candiagnose the existing problems in the operation of all aspects of the discourse, and thusto build an open, interactive, and consensus government discourse mechanism.In this paper, the the qualitative research method is adopted, which divide thesender and receiver in online public events into three types based on their discoursecharacteristics and analyse their influence on the government discourse respectively. Inthe basis of review of the production and transmission mechanism of the governmentdiscourse in the internet public events, The closed, passive government discourseoperating mechanism is summarized. Aiming at the existing problems in the operationof the government discourse mechanism, factors influencing the governmentdiscourse mechanism including the internet public events’ characteristics, thegovernment’s own characteristics, and characteristics outside the government arediscussed. As far as the author concerned, the monologue and closed government discoursemechanism and the passive government discourse lead to serious distrust between thegovernment and the public. In order to alleviate the conflict between the governmentand the public discourse in current internet public events, an open, interactive, andconsensus government discourse mechanism need to be established.
