Intergovernmental Panel on Climate Change (IPCC) on the definition of climatechange is any change in climate over time occur, either due to natural causes or humanactivity. IPCC was established in1988and began collecting material and writing researchreports climate so far has released five climate change assessment report. Theinternational community concern about global climate change issues has continued to heatup, in order to achieve effective governance measures, international climate negotiationsafter more than20set, the results achieved in the same time also left a lot of regret. TheUnited States as the largest country in greenhouse gas emissions, it will have a hugeimpact climate stance in international climate negotiations.International climate negotiations began in1988, at a time when the U.S.government during the reign of George Bush, so explore the relationship between theUnited States and the international climate negotiations begin from the old Bushadministration. Old Bush administration with " no regrets " principle, on the one hand theinternational community for further scientific research on climate change issues; handwith some energy efficiency programs to reduce greenhouse gas emissions as a core.While the old Bush administration signed the " United Nations Framework Convention onClimate Change," but refused to accept binding emission reduction targets in theinternational climate negotiations. President Clinton, Vice President Al Gore affected byenvironmental ideology of global climate issues take a positive attitude, and signed the"Kyoto Protocol" in the international climate talks, but under pressure from Congress, the"Kyoto Protocol " become a dead letter. Bush administration announced its withdrawalfrom the "Kyoto Protocol " and proposed " alternatives " to increase the difficulty ofinternational climate cooperation. Obama Administration promulgated the "2009American Clean Energy and Security Act " heavy economic interests, environmental light,and its essence lies in clean energy technologies for the United States to open internationalmarkets. In the international climate negotiations, the Obama administration insisted Byrd Clinton passed-Hagel resolution, adopted major greenhouse gas emitting countriesbundled system. From U.S. climate stance and performance in the international climatenegotiations come: U.S. climate stance to U.S. economic interests as the center,loosening of "common but differentiated " principle, dilute the historical responsibility ofgreenhouse gas emissions, emissions reduction and to put their No major powers toestablish the foundation in the development of emission reduction over or not. In addition,U.S. unilateralism, an attempt to establish the United States as the center of the emissionsystem.Over time, the level of economic development of each country as well as greenhousegas emissions have undergone significant changes in the pattern of international climatenegotiations and therefore also face redrawn from the original confrontation between theevolution of developing and developed countries and major emitters confrontationbetween a small country emissions. Measures effective way to take a flexible foundationfor China’s emissions after the United States as an emerging developing countries will faceenormous pressure to adhere to the principles is the pressure on the defuse.
