The essence of the climate problem is the problem of development, the problems of climate change is caused by the human civilization in the process of constant development damaging the nature excessively. after the industrial revolution, The human society came into the rapid development of productive forces. the main capitalist countries began to use large amounts of fossil fuels, emissions of greenhouse gases caused by atmospheric warming, causing global warming destroys the ecosystem and the ecological balance of the earth, which has brought great losses to the human society.Climate change is not just an environmental issue, but also a political issue, having a far-reaching impact on the current international relations. Along with the international community to understand climate change deeply, has reached a consensus in this view to jointly cope with climate change challenges. The umbrella group is composed by non EU members of the developed countries including the United States, a loose alliance from Japan, Switzerland, Canada, Australia, Norway, New Zealand, Iceland, Russia and Ukraine etc. the greenhouse gas emissions of members of the umbrella group is among the highest in the world, but also developed a negative force in climate negotiations in International; therefore, umbrella group positions and interests on the international climate plays a very important role in the negotiations.China has entered the stage of completion of the well-off society, and in the transformation of economic development mode to adjust the economic structure. The development of nodes and development space for the climate of our country in the field of maintenance, is an important national interests in our country. In the face of the US led umbrella group squeeze on space development strategy Chinese climate areas, combined with other developing countries and low carbon economic development mode will be selected policy in the international climate in the game. The thesis is divided into four parts.
