Intellectuals expressed as “intellectual” in English and its root is “intellect”, namelyintelligence, suggests that intellectuals are intelligent people. Intellectual belongs to ahistorical category and produced at a certain stage of development of human civilization.Therefore, the concept of intellectual in different historical periods has differentconnotations. In today’s society, intellectuals mean the people who have a higher level ofscientific and cultural knowledge for creation, dissemination and application of scientificand cultural knowledge and are professional and mental workers.Marx and Engels’ theory of intellectuals is very rich and they have ever elaboratedclearly on their class division, class attribute and political stand etc. In combination withthe practice of the Russian Revolution, Lenin also made a lot of expositions onintellectuals. Especially in Russia after the October Revolution victory, Lenin set forththeir class attribute, social role and the ways to transform and take advantage of oldintellectuals in details to train proletarian intellectuals that also enriched and developedMarx and Engels’ theory of intellectuals.Guided by Marxism theory, the communist party of China has established a series ofintellectual policies according to the condition of different periods of Chinese intellectuals.In the process of policy formulation and implementation, intellectual problem is settled to acertain extent, but there have been some errors and biases. Fortunately, the party foundthem in time and promptly corrected them and adjusted intellectuals towards the right pathforward to resolve the problem. Overall, the communist party of China on intellectualproblem is relatively successful and satisfactory.Intellectual theory and practice of the Communist Party of China generallyexperienced six stages. The first is the early exploration at which the party hadunderstanding deviation to intellectuals and made some wrong policies. The second is thepreliminary stage of development. The Party’s understanding of the problems ofintellectuals changed after entering this stage and gradually on track to resolve the problem of intellectuals. The third is tortuous development stage mainly for the intellectualsideological reform and later found some mistakes. The fourth is the right stage at which theparty carried out a series of previous explorations on problems of intellectuals and finallyresolved intellectual problems with the right comprehensive understanding and made theappropriate intellectual policy. The fifth is the innovation and development stage duringwhich the Communist Party of China made the “respect knowledge, respect talent” policiesand regulations and began to attach great importance to the talent resources. The sixth istheoretical sublimation stage which is the summary on experiences exploration to resolveproblems of intellectuals since the founding of the Communist Party of China and moreperfect, more comprehensive intellectual policies has established.A series of policies on intellectual problem by the communist party of Chinaincluding the policies of “reinvigorating China through human resource development”,“four respects”,“science and technology are the primary productive forces” etc. we are onuntil today reflect the party’s respects for intellectual value and positive attitude to solveintellectual problems. And since fumble period gradually to mature and perfect, the partyand the government have made unremitting efforts and hard struggle. Therefore, we shouldfirmly believe that intellectual problem will be able to get perfect and satisfactory solutionno matter what kind of history of the development present situation we face under theguidance of Marxism theory with the addition of the power of the party and the entiresociety.
