Any society is composed by different individuals, and different social patterns of its constituentmembers will propose that the individual requirements of different personality. Citizens as members ofcivil society and the body composition, they should have a personality that is citizen personality. Citizenspersonality is a modern civil society and political, economic, cultural and other social and historicalconditions and requirements of the times reflected in the mind of the individual, it is not only thefoundation of modern personality to the formation and development of civil society, but the result is amodern development of civil society. However, people familiar with the relevant knowledge will know,"civil society","civil personality" These two terms are from the West, is generated and developed in thewestern and oriental society different social and historical and cultural environment, it is inevitable theimprint will leave the West. There is a huge difference coupled with the concept of Eastern and Westernculture,"civil personality" Chinese culture under conditions, is bound to reflect the actual value of thecontent and the unique needs of China, can not remember uncritical fully acceptable, nor directlyborrowed Western civic character education mode. Thus, character education Chinese citizens on the onehand to reflect modern society "citizens","civil personality" universal value content, on the other handalso reflects China ’s national conditions and cultural requirements of the times. The former proposed thedevelopment direction of the character education of our citizens, the latter raising the possibility andeffectiveness of character education of our citizens.Civil personality in the process of the modernization of China must be "citizens" and "personality" theuniversality of the connotation of the value and the situation of Chinese culture, and the some problems incontemporary Chinese citizen’s personality of Chinese citizen’s personality education effectiveness putforward the request, and then decide the specific performance for the citizen social and subjectivity,morality and law, the dialectical unification of sole or freedom education connotation. Based on this, theChinese citizens in the process of the modernization of personality education effectiveness should be fromthe citizen’s personality orientation principle and the way the effectiveness of the education principle, toestablish unified normative spirit, rights and obligations of the spirit, the spirit of subjectivity and themain content of the education of social public spirit. It mainly expounds the Chinese citizens’ personalityeducation "why effective" problem. Effectiveness and the current Chinese citizens’ personality educationnot only relies on the social system of market economy and democratic rule of law environment ofincreasingly mature, and construction of the harmonious civic culture lies in a healthy environment,transform the traditional personality factor, educators positive and effective education activities and familyschool four aspects such as the social education function of the overall "cohesion" of the optimization. Thisis the last part of the article content, namely the realization of Chinese citizens’ personality educationeffectiveness channels, solved the Chinese citizens’ personality education "how effective" problem.
