With the development of economy and society, aging of population and changingin consumption concept, demand of housekeeping market come out gradually. In thelate of1990’s, housekeeping market in Fuzhou city formed. Before this time, thegovernment rarely intervened in the housekeeping market. From2009, the relevantdepartments of the government have done a lot of works in coordinating and supportingthe training of housekeeping workers, actively promoting the construction of leadinghousekeeping companies and founding the housekeeping industry association, etc. Thesubject of this thesis is: the necessity of government intervention on the housekeepingmarket, what is the government function, what is the impact of the governmentintervention behavior in the housekeeping market, how to improve the government’slack of means and not in place and thus chose correct ways of the governmentintervention.Fuzhou is set as the research object. Research on the following aspects of the mainintervention behavior of the government in housekeeping market: coordinating andsupporting the training of housekeeping workers, actively promoting the construction ofleading companies and founding the association of housekeeping industry. Investigationfound that it resort to deceit or lack of training, leading companies are difficult to playthe leading role of demonstration, the industry association became only the tongue andextending arm of the government.Successful examples: In this thesis, by introducing the generation and forgingprocess of Philippines servant, who is also known as the most professional servant, itcan be seen that the achievements of the medal features of Philippines servant comefrom high social status, perfect legal guarantee and strict occupational training. Meanwhile, unlike the absent behavior, there are some offsideor dislocation in present government intervention behavior. This improper behavior getslittle good results or more haste, less speed. Thus, the government intervention behaviorand means need to be improved.Policy suggestions: try to formulate local laws and regulations, specify the scope ofhousekeeping service, protect the rights and interests of the operators, practitioners andconsumers; define who is the competent government department, straighten out therelationships between the departments, enhance communications and cooperation acrossparties involved to ensure the uniform of policy guidance and take concerted action; thecompetent government department should take the initiative to coordinate, solve thecrux of the problem of the industry, have substantive behavior in standardizinghousekeeping training, give support to employee identity system management and toguide the industry association correctly, etc. the competent government department alsoshould be good at learning the experience of both at home and abroad, do research onthe prospective issues of housekeeping personnel training, service standardization,actively promote the development of the industry. The government should chose theways of intervention correctly, make use of forced, mixed and voluntary instrumentsflexibly, finally achieve the goal of regulating the housekeeping market effectively.
