Climatechange is a global problem, and the United States and the European Union aloneunilateral carbon tariff measures can not solve the problem, it is necessary for us inthe carbon tariffs in the framework of international multilateral internationalcoordination.Carbon tariff is the external performance that free trade and environmentalprotection contradiction fierce increasingly. First we should develop TheEnvironmental Protection Measures Related to The Trade to coordinance for carbontariffs under the WTO system; Second, we also should be under the UN frameworkconvention on climate change to establish carbon tariffs of multilateral coordinationmechanism; At the same time, due to the United Nations climate change resolutionmechanism and the WTO dispute settlement mechanism can’t avoid conflicts, we stillneed to coordinate the climate change dispute settlement mechanism and the WTODispute Settlement mechanism. Finally, if the carbon tariffs put into effect to china, itwill bring enormous influence to our country economy. So China should takemeasures in advance, and show the image of a responsible big country, occupy a newround of global low carbon economy the moral high ground in the game.
