China is a natural disaster prone country, with the rapid development of society andconstantly deepening reform of the system of China’s economy and society, various contradictionsin reality already enter the conflict period, a huge political and social pressures which willundoubtedly give the emergency management of our government. This paper expounded thetheoretical foundation of our citizens to participate in emergency management, and on this basis,has conducted the research to the realistic reason, summarized in the whole of the present situationof Chinese citizens to participate in emergency management. Then, this paper also be discussed onthe current problems in the process of citizen participation in China’s emergency management andits reasons, that the system and protect the citizens to participate in emergency management is notperfect, citizen participation main body development is not mature, citizen participation mainbody resources shortage, citizen participation main body and the government cooperation thatexists between the obstacle, the Chinese citizens to participate in emergency managementproblems, must be in the two theory and Practice for further. Therefore, learn from foreignexperience, summed up the practice in domestic, should be the research meaning of this paper,therefore, this paper puts forward some suggestions to improve the citizens to participate inemergency management, its main content is: one is to improve the citizen participation in the legalpolicy and system; the two is to play the leading role of government departments; three is thesocial organization strengthen own ability construction; four is to improve the citizen participationand participation level; five is to form a cooperation mechanism.
