How to do a good job in emergency management, give full play to the role of the social main body, with the fastest speed effectively avoid damage worsens, becomes the important topic in front of us.Based on incident has unpredictability, consequences severity and causes extensive characteristics, the government should play a leading role in emergency management. However, while the dominant force in the government have no alternative, but emergency response, only by the government’s strength is not enough, must be effectively combined with the power of the social each aspect, reasonably realize the maximization of the benefit of the crisis. Including emergencies and public participation under the background of different countries and different definitions and under the perspective of social management innovation, they are given the new connotation of the public participation is introduced to analyze the feasibility and the value of emergency management, etc.The second part focuses on the empirical analysis.
