Since the reform and opening up， due to China’s hugs population base and theaccumulation of history， poverty of the lowincome group in China is still veryserious， high and low income groups and beteen urban and rural population gapbetween the rich and the poor is bigger. Therefore， the Chinese government hasbeen taking steps to guarantee basic living of the poor， from the priginal socialassistance to the minimum living security system now. The government of thepeople’s livelihood issues in recent years more and more attention， for ourcountry’s low system has been more and more attion from all walks of life， and gotgreat development.Based on rural subsistence allowances system as the research focus，this papermainly introduces the meaning and significance of rural subsistence allowancessystem，comprehensively expounds the development process and status quo of jilinprovince rural subsistence allowances system，analyzed the problems existing in thesystem of rural residents in jilin province，and proposed the corresponding solutionmeasures.
