Doping is the cancer of sport. It’ll not only harm physical health of athletes, butalso destroy the fairness of sport, and it is a kind of trample to the Olympic spirit. Atpresent, the phenomenon of doping in sport is very common, which is a verytroublesome problem in current physical activities. As a result, discussion on the subjectbetween legal provisions of international doping problems has good theoretic functionsin controlling the spread of doping effectively.Since exhilarant entered sport circle in the1860s, the problem of doping in sporthas been difficult to eradicate till today. Battle against doping needs long time and italso needs the joint efforts of whole international society and athletic organizations.Athletic sport is one of the oldest activities of human beings, and the structure betweeninternational physical entities is complicated. Meanwhile, different physicalorganizations and governments in different countries have different provisions on theproblem of doping and the punishments of doping in practical athletic activities are alsodifferent. As a result, activities against doping in the world range are difficult to start. Inorder to implement the activities against doping effectively, the dissertation starts fromthe definition of exhilarant, the problem of detecting doping outside competition and theproblem of liability fixation principle of doping punishment, and discusses currentprovisions related to doping problems in the world range. Through detailed analysis anddecipherment of the exhilarant definitions, athlete doping detection problems and theproblems of liability fixation principle of punishments on doping in the World Anti-Doping Code, the dissertation appeals international physical entities and governments tofollow the rules of the World Anti-Doping Code and stipulates related policies tocoordinate with the Code maximumly.Chinese government has paid great attention to the problems of doping. Althoughthe problem of doping appears comparatively late in Chinese sport circle, it is still veryserious. Chinese government unveils related policies against doping, but the problemcan’t be solved fundamentally. In2005, China signed the Convention against Doping inSport, which signifies the campaign against doping in China has connected to the worldgradually. At the2008Beijing Olympic Games, the detection amount of doping is themost in history and it manifests the resolution of China against doping. The publicationof Anti-doping Code in China provides foundations for the battle of anti-doping. The convention is stipulated on the content of World Anti-Doping Code. It is a transitionfrom international provisions to domestic law, which is benefit for the practice of anti-doping in China. However, Anti-doping Code in China still has defects. Provisions onsome problems still need further detailing, which will be more benefit for guaranteeinganti-doping activities from the legal aspects.
