For a long time, because of the function of public administration"Absence","dislocation" and "offside", government departments, social capital of thenorms and management is inadequate, resulting in physical capital investment behaviorof social overheating, excessive investment scale and regional and industry differenceproblem is becoming more and more serious. In the new situation and new publicmanagement movement and the reform of the administrative system, give full play tothe role of public administration, economic function of the government, to explore thepublic administrative policy can regulate and guide the effective operation of capital ofsocial material, no doubt on the current social capital operation efficiency, promotesound and rapid development of the national economy is of great theoretical andpractical significance.The empirical results show that, in contrast to the vertical and horizontal threeregional social capital services, the average service level of social capital of the easternregion is higher than the central and Western regions. At the same time, in the socialcapital service central region experienced rising volatility rose and the western area, thegap between regions gradually narrowing.
