Relationship Network Mechanism Research Of The Policy Operation

The policy run by a series of aspects of the composition,including subject,object,execution,feedback,and the like,it is a closed operation system.However,operating the policy is not a separate circulational system,it is embedded in the economic and social system.Among them,the relationship network based on its extensive presence acceptance as a key factor in influencing policy operation.However,for a long time,the importance of networks in the policy operation has been neglected.Currently,the relationship network supported by social capital theory research increasingly maturity,localization relationship networks research representative "Difference order pattern"also has great development,and combined with our local social characteristics,formed the localization theory;But combined the embedded relationship network perspective with policy running's research is very less.Therefore,the article based on the perspective of the embedded research to study the relationships network mechanism in policy operation.In this paper,the method of the integrated use of literature analysis and process analysis.Firstly,this study systematically expounds social capital theory,and"Difference order pattern" theory,and then analyzes the evolution of the central and local governments' saving and funeral as the representative of the customs policy since the founding of new china;thereafter,conducting the field observation and interview on the Y village in HeBei province,collected and analyzed why the funeral and wedding despite being banned still existence,and try to use the economic,political and cultural integration embeddedness theory perspective for explaining the operation of the policy-related factors,obtaining the mechanism of the policy running which under the perspective of relations embedded network;in the last part of the paper summarizes summarizes the final conclusions and noted that the existence of this article and limitations and future research direction.This study has some limitations and defects in the scope and depth of the theory,however,this article theoretically and practice are still some merit.Theoretically,the conclusions of this study-the policy running embed in and rely on networks of the people,the people in the relationship network understanding and using the policy,can to some extent promote scholars focus on the areas of policy running's relationships network mechanism,provides a new way of thinking about the role of the relationship network in the policy running from the perspective of embedded theory;in practice,this study can increase the importance of government policy object relationship network,providing a degree of theoretical support for national policy practice run.
