Research On Changing The Way Of Maintaining Social Stability Of Local Government

Stability related to people’s livelihood and the safety of the boat, has got widespreadconcern from all sectors of society. Social stability has become the center of local government.Current China is in the key period of social transition, which is the convergence of old andnew social conflicts frequently meeting period. The growth of social contradictions andconflict is inevitable, and the pressure of local government in maintaining the stability isgreatly increased. Because of the factors of the serious differentiation of interests, the poorchannels to express interests and the systematic obstacles in the governance, socialcontradictions and conflicts is difficult to get an effective solution within the system, whichcompels people to resort to the channel to solve their problems outside the system, such ascollective petitions and mass incidents. However, most of the ways of local governmentchooses to dispose such events tends to be simplistic.“Strictly control type” and“appeasement type” are two typical ways of maintaining stability. Admittedly,“strictly controltype” and “appeasement type” of the way to maintain social stability has unparalleledadvantages in achieving to transfer and integrate resources rapidly and effectively. But thepopulace has different interests and priorities nowadays, their consciousness of right is highand the communication is developed. If local government continues to rely on compellentadministrative repression or unprincipled compromise to maintain stability, not only can notthe contradictions and conflicts be resolved, but also it may lead to more drastic revoltbecause of breaking out of the legal line and the institutional framework. As time passes, itwill make social justice be destroyed, the contradictions between the officials and the peopledeteriorate, the work of maintaining stability be involved and the authority of the rule decline,which will cause the work for local government to maintain stability to fall into a cycle thatmore effect local government does but less stability the society is.In the particular period of social transformation, the formation of both ideas and ways oflocal government to maintain stability has its profound historical background and realisticpath. The formation mechanism is classified as the following in this paper. There are twoelements in the historical level. One is the cultural continuity of “official position”, and theother is hostile thinking left by class struggle. Besides, there are five factors in the realisticlayer. First, discontent fills the air in the bottom of society. Second, rigid concept of stabilitymay be counterproductive. Third,“the pressure mechanisms” can not resolve contradictionsradically. Forth, the poor channel for the public to express their opinion and appeal within thesystem. Fifth, a modern civil society has not developed. To change the way of maintaining the stability of local government and to explore aflexible and efficient disposal mechanism to achieve the organic unity and positive interactionof government’s work in maintaining stability and people’s rights, this paper will prose thecorresponding measures from three aspects: concept update, institutional innovation, legalconstruction. Rome is not build in one day. There is a long time to change the way of localgovernment in maintaining stability fundamentally. There is also need more collection ofsocial resources and social forces. Multipronged elements fall together, and mulriplestrategies are implemented simultaneously.
