| With the fast development and maturity of the economy and society, the citizens payattention increasingly to the quality and efficiency of the government’s administrativemanagement and public service. The government performance evaluation becomes anindispensable administrative tool for the government to run. As the basement and difficulty ofthe government performance evaluation, the index system without doubt should be the keypoint of it.With China’s reform and opening-up policies were launched for over30years,Guangdong Province has experienced tremendous changes. In order to meet thecurrent administrative needs of Guangdong Province,the government build up severalsignificant performance evaluations, including Evaluation of Establishment of GuangdongSafety, Evaluation of Basic Public Service Equalization of Guangdong Province, Evaluationof Establishment of Guangdong Felicity, Evaluation of Reform and Development Project forthe Pearl River Delta(2008-2020), Evaluation of Scientific Development Concept for theLeadership of Guangdong Province, to elevate the performance of the government anddepartment of it, and to offer important reference basis of measuring the achievement of thegovernment and department of it. These evaluation index systems have offered gratifyingachievements.However, as these evaluating index systems were built up in different contexts and underdifferent conditions, they were still waited to be improved because of their unsatisfactorycondition like repeated appraisal, detailed slightly uneven, not clear enough, quantificationproblem and so on. It may influence the government and its departments to fail to exploretheir own shortcomings and improve themselves.This paper will take a comparative study based on the five significant evaluation indexsystem of Guangdong Province above from the empirical point of view, equally on thesimilarity and the diversity and the emphasis in the number, content, evaluation purpose,evaluation organizations of the index system,which help to improve the governmentcomprehensive performance appraisal and find the deeper meaning of it and offer somesignificant advices to build up a set of new evaluation system which more fits the current need. According to this study, this paper will try to build up an evaluation index database for theGuangdong Province government. |
