The degree of legal system for environmental subjects interaction is animportant indicator to measure the development level of environmental eventand environmental legal system. Environmental Impact Assessment systemwith scientific-technical, forward-looking forecast and comprehensivecontent, which implements the precautionary principle, has become the mostimportant environmental law. Its basic system, Public Participation inenvironmental administrative decision-making body for the environmentissues, provides important legal basis and institutional guarantee forenvironmental subjects interaction. Mechanism design theory of socialinteraction and institutional analysis of some of the core issue, provides amechanism for specific cases or how to design rules. The system design of environmental subjects interaction in EIA can be attributed to the interactionmechanism design problem, so the core concepts of the theoreticalframework and core concepts of the mechanism design theory can be used toanalyze and design such system. This article would apply the mechanismdesign theory to analyze the environmental subjects interaction in EIA fromthree aspects of environmental information efficiency, participationconstraints in oversight interaction and incentive compatibility in controlinteraction on the case study of Xiamen PX Incident, and finally propose thesuggestions to guarantee the environmental subjects benign interaction.
