Study On The Governance Of Emergency Network Public Opinion

With the development of Internet technology, the network has become theindispensable tool in people’s daily life. As a result, a rapid extension of we-mediaand other network applications, a massive expansion of internet information and anincreasing of netizens are inevitable, therefore, social situation and public attitudewill be to a great extent reflected online, whilst public attitude of netizens also has acounteraction against social reality. Not only the citizens’ rights for knowledge,participation, expression and supervision are benefited by the development of internet,but also the processing of public policy. In recent years, the government had beenimpacted and pressured by cyberspace public opinion, which emerged quickly aftersome domestic public incidents. A certain quantity of governmental departmentsdisplayed a lack of judgment and flexibility when dealing with public incidents,which led to public condemnation and the spread of public negative emotions.Initiated from the perspective of governance and combined with the frameworkof administrative theories, the problems and causes of government when handlingpublic opinion on cyberspace after public incidents are analyzed in this thesis. Inorder to improve the governance of internet public opinion in the framework ofadministrative theory, problems of government and causes are found by analyzingvarious types of typical cases in recent years, as long as the netizens-attitude trend.The first part of this thesis describes the background and significance of the study bycollecting current situation at home and abroad, and clarify the ideas and studyingmethods of this article; then on the second part, it introduces the theoreticalframework of this article, which includes the definition of network public opinions aswell as other related concepts of governance, analysis of the role of government undertheoretical position, and the relationship between public opinion and governance oninternet; and the third part analyzes netizens’ public attitude trend and explorescurrent issues and causes of governance through researching cases of public incidentsoccurred in recent years; the final part talks about how to improve the governance of internet-opinion trend when public incidents occur.
