With the rapid development of urbanization, the amount of vehicles shows an explosive growth, the contradiction between people, vehicles, roads and the environment becomes increasingly obvious. The pressure of traffic management becomes more and more great, as a result the limitation of traditional traffic management mode becomes more and more obvious, too. In recent years, as a high-tech non-electronic means of enforcement, automated traffic enforcement is quickly growing in popularity and application, which plays a great part in improving the efficiency of traffic management and reducing traffic accidents. However, the traffic penalty is unitary, lacking of inhibitory effect of traffic violation such as “violation without modification after penalty”, in contrast, it may cause incentives, which to some extent may constrain the function of automated traffic enforcement. Because there exists Pareto improvement of social welfare rather than optimal efficient when the penalty is unitary, it is necessary to seek a Pareto improvement of efficiency and cost recovery—step punishment mechanism, in order to achieve the goal of “giving priority to efficiency and due to fairness” of traffic penalty.By using economic theory to analyze the economic characteristics of diver’s traffic violation, the decision-making model of driver’s traffic violation was established based on the profit-driven theory; meanwhile, the characteristics of road traffic violation in automated enforcement were analyzed, including influencing factors, violation types, and characteristics of time and violation structure.On the basis of analyzing the impact of the certainty, severity and timely manner of traffic penalty on traffic violations, and the comparative analysis of the domestic and international traffic penalty, the basic framework for the step punishment mechanism was designed, including the model assumptions and premises, abstract expression, parameter calibration and the procedures of traffic penalty.By introducing the concept of fine flexible theory, a step punishment model based on the response of drivers was established using the principle of supply and demand and marginal effect. Then the pattern search method was used to solve the model.Taking the traffic penalty of “parking peccancy” as an example in Mudanjiang, the work of parameter calibration and example analysis of the established step punishment model was conducted based on the survey and collected data. Then appropriate suggestions and comments were raised and the expected changes of traffic violations after the implementation of step punishment mechanism were calculated.
