With the development of the social economy of Shanghai, Jiangsu and Zhejiang in recent years, the incorporate economy is coming into being. Meanwhile, for improving the development of the area economy, the traffic is to be integrated.In this paper, the studied works and conclusions are list as follows: l).The methods of the traffic forecasting and social economic forecasting are carried out and analyzed, and the four-step forecast method of highways section traffic is especially discussed. It indicates that the four-step forecast method is scientific and believable.2).The speed of social economy of Shanghai, Jiangsu and Zhejiang is doped out. In course of forecasting, some prognostic models are used and compared and the future layout is consulted. It indicates that the GDP increases according with conic.3).The traffic's actualities of Shanghai, Jiangsu and Zhejiang are analyzed, and the conclusion is drew, that is, the quantity of highway transportation is increasing, the quantity of railway transportation is leveling off and the quantity of waterway transportation is decreasing.4).The paper probes into the relationship between social economicindicators such as gross domestic product and traffic by regressionanalysis. It indicates that their relationship accord with linear orpower model.5).The traffic volume forecasting is carried out on the background of ahighway. It indicates that it is feasible using Flexibility Modulus Method in forecasting trip production and generation, the convergence is quickly using Fratar Method in forecasting origin and destination table and it is convenience using Multiroute Method in forecasting assignment. The method discussed in the article is a kind of simple convenience and practical engineering calculation. It is important both in theory and in practical application for highway network planning and feasibility study of highway project.
