The Path Dependence And The Transformation Of Governance Way

Movement type governance as a way of caused abnormality of governance,it plays an important role in China's long-term practice of governing.The reason why movement type is widely adopted that the governance pattern of movement has efficiency and fast governance features.But in the process of actual solving the problems,has disclosed some problems as before.For example,to the weakening of the authority of law in the process of governance,governance costs artificially high,and the results of the governance exits an appearance of “Address the symptoms,not the cause” and so on,which leads to the governance pattern of movement unable to bring the log-term effects,and unable to adapt the general requirements of current country's deepening reforms.So how to change the way of governance in the dependence for the governance pattern of movement and how to define the direction of the governance pattern of movement's transformation are an urgent need for academic major issue.The Third Plenary Session of the Eighteenth Central Committee of the Party pointed out the direction for the transformation of the state governance,and raise the overall goal of comprehensively deepening reform.Adhere to and improve the socialism system with Chinese characteristics,enhance the level of national governance,and promote the modernization of the national governance system.Based on the relevant research of the campaign style governance model by scholars both in China and abroad.Firstly,the connotation of sports governance mode is discussed,from the Chinese Communist Party's revolution over a long period of time and development practice,the influence of traditional culture of China,bureaucracy and political thinking of China,still need to improve the national governance system in four analysis of the movement mode of governance mechanism.Secondly,in order to deepen the comprehending and researching of the sports governance model,the author makes a detailed division of the type of Chinese sports governance based on the sports governance's and governance's occurrence frequency.In order to exercise governance mode transformation,we must understand the characteristics and disadvantages of the governance mode.And then this article for the characteristics of movement style governance model,plays a positive role in the governing process and some negative influence are discussed,so that obtain the obvious contradiction between the movement governance and the ruled of law.Finally,by analyzing the three governance models since modern China,we darw a conclusion that the movement style governance model should be transformed to the rule of law,institutionalization and normalization.At the same time,from the three aspects of perfecting the national governance model,improving the party's ruling way and the achievement evaluation system of Party members and cadres' achievements,administering the country according to law and ruling by law,it puts forward three paths of the transformation of the sports governance mode.The government only insist ruling the country by law?reigning by law,further promote the rule of law norm,meanwhile under the leadership of the Party,to further improve the Party's governance style,to establish and improve the Party cadres performance evaluation system,and then make the national governance system to improve,to enhance the ability of national governance,in order to promote the smooth transformation of governance mode better.
