On Crime Prevention And Control Of City Business District

This article focuses on crime prevention and control of commercial district andaims to make use of The Holistic Governance Theory to the reform of crimeprevention and control in the commercial district. By analyzing the location factorswhich affect the order of our district and summarizing the existing problems of crimeprevention and control in our country, we can figure out the current vulnerability ofcrime prevention and control of the commercial district, and lay the foundation for thereform and improvement of the police work.In this paper, there are four parts except the introduction and conclusion.The first part is the overview of the city commercial district and a detailedanalysis of the characteristics of the law and order of the city commercial district.This part mainly introduces the location factors and structure of the city commercialdistrict, which relates to crime prevention and control. Convenient transportation, thethe sudden large passenger flow, hidden risk factors as well as the concentration ofwealth, has a direct impact on the safety of the commercial district. At the same time,these factors are also key to our comprehensive analysis of the public securitydevelopment trend in the district and formulate targeted measures. The district can bedivided into three parts, core business district, sub-district and the edge of thebusiness district. Due to geographical differences, the type and focus of law and orderproblems are slightly different. We must combine with the differences when we makespecific arrangements, to ensure that law and order throughout the district maintainnormal. It is the natural locational attributes district hierarchy which make thecommercial district a typical region. Researching issues of crime prevention andcontrol of the commercial district plays a very good demonstration and reference toother regions of the city. That’s the topics of this article.The characteristics mainlyinclude:(a) a complex and changing environment;(b) high crime rate, concentrationof crime type, the high degree of intelligence crime;(c) a variety of illegal body;(d)more difficult to handle the case;(e) public security disasters appear frequently. This part is a connecting link.The second part is about field trips to Guangzhou Tianhe business district,Shanghai Xujiahui business district as well as Chongqing Guanyinqiao businessdistrict. It elaborates the specific circumstances of different districts, including floorspace, the spatial distribution of the commercial type. The study mainly focuses onthe differences of the police strategies and measures. In order to illustrate the problem,the author divided the common law and order problems into three categories:problems of physical environment class; problems of social environment class;comprehensive law and order problems.The third part is of analysis of the problems in commercial district crimeprevention and control work, which combine with a holistic governance theory. Tosum up, the fundamental reason which leads to such problems is dispersion of crimeprevention and control. This dispersion comes from two aspects. One is theinstitutional dispersion, which causes by the principles of social securitycomprehensive management. The other is functional dispensability. The task is sharedby a number of departments, unclear ownership issues lead to distributed functions.Dispersion of the crime prevention and control expressed as: the lack of the policeauthorities, poor coordination; low degree integration of police authorities and otherunits; negligence of the merchants; security services market dysplasia; lack ofprecautions consciousness. On this basis, the author put forward the point of integrityoperation of crime prevention and control.The fourth part is to elaborate the measures of integrity operation of the urbancommercial district crime prevention and control. The key to promote the businessdistrict crime prevention and control to the integrity operation lies in integration.Specifically, include:(i) changes in the concept of the circle in units;(b) developingand animating business district security services market;(c) the public securityvolunteer organizations play a good role;(d) integration of forces;(e) building aseamless defense space;(f) innovating crime prevention and control policingmechanism.
