The Application Research On Situational Crime Prevention Theory In Urban Community Crime Prevention And Control System

With the purpose of changing the crime situation efficiently, Situational Crime Prevention Theory has an effect on the rational choice of people,by the way of confirmation, adjusting, controling or planning. The theory intends to reduce crime situational opportunities so as to achieve the target of preventing crimes. This theory based on the reflections about traditional criminology theory, on the basis of the 1970 s, when traditional criminology can not solve the problem of the current society, with Ronald v. Clarke as the representative of criminologists guided by problem consciousness, do not struggle with the root cause of crimes, but starting studying the crime practice, with individual crime transferred to the immediate environment. On this basis, the theory of situational crime prevention are formed. As a new mode of crime prevention, the theory accumulated plenty of practical experience, through the joint efforts of many scholars, it has established a systematic theory framework, including increasing difficulty of crime or crime risk, reducing crime proceeds or stimulation, eliminating crimes excuses, covering 25 items specific operational measures.The measures of situational crime prevention through changing, creating situations dynamicly, or stimulating the potential situations to choose rationally, promoting the situation, situational factors and two-way interactive relationship between the conductors, so as to achieving the aim of the crime prevention and control.This paper select Shanghai city as the example because of its highly developed economy, combined with its social security prevention and the present of situation. I want to explore the application of the situational crime prevention theory in our country city community,with the development of the crime prevention and control system, using a large number of empirical cases to analyse theory in Shanghai community crime prevention and control, combining with the corresponding theory about situational prevention from the community public security prevention. In the crime prevention and control system, studying civil defense, technology dimension and so on, putting forward to beneficial advice to improve the constructions.
