On The Government Information Disclosure And Privacy Protection

In today’s information society, information has become the most important andscarce social resources. From the whole society, most of the valuable information is inthe hands of the government. On the one hand, government is the collection ofinformation; on the other hand, government is also the generator of information. SinceMay1,2008, the law of the People’s Republic of China government informationpublicity regulations, the disclosure of government information in our country hasobtained certain results, but we still should see the government information publicitysystem in our country is in its primary stage. Now in many respects, there areproblems, one of which is that citizens’ privacy could be damaged by the behavior ofgovernment information disclosure.This article can be divided into two parts; the introduction in this paper mainlyintroduced the reasons and research significances of the selected topic, the legislationsat home and abroad and the research ideas and methods.The text of this paper can be divided into five parts: the first part simplyintroduces the concept and scope of government information publicity; The secondpart introduces the meaning and scope of privacy as well; the first two parts make thediscussion of relevant concepts clearly; The third part expounds the way, the situationand analysis of the confliction causes between citizen right of privacy and citizens’right to know; The fourth part puts forward three principles to balance the conflictionbetween the right to know and privacy right; finally this paper tables several proposalsto perfect the protection of citizen personal right of privacy.
