But with the growth of the electric vehicles, the negative effect also increase consequently:traffic accidents increased quickly, electric battery pollution, prohibition of electric vehicles etc.. In order to solve the problems, we must get out of the dilemma of the management of electric vehicles:such as qualitative of electric vehicles unclear-industry standard lag, safety problems etc.. There are three main causes that lead to the dilemma:first is the supervision on the administrative enforcement of law is not strict; The second is lack of safety education; The third is that traffic laws and regulations are not integrated. Therefore, in the western developed countries the definition of electric vehicles are clear, the supervision and safety education are effective. This paper absorb the experience of developed countries and provide the following countermeasures reference for policymakers:The first is strengthen the basic facilities construction, such as building the special electric vehicle lane; The second is to strengthen road safety education and the moral propaganda, enhance the quality of driver. The third is to perfect the legal system on the basis of the public hearing system, to ensure there are the laws to abide by; The fourth is to promote electric vehicles technology innovation, push the optimization of the electric control and management system, motor, battery and charging system, in order to reduce pollution.
