Study On The Administration Of Low-speed Electric Vehicles From The Perspective Of Traffic Safety

As a new type of vehicle,low-speed electric vehicles can be seen everywhere on the road.It is widely accepted and used for its advantages such as flexible driving,cheap price,no listing and no driving license.As a cost-effective vehicle can meet basic travel needs,it has a huge market in three or four tier cities and villages.Because low-speed electric vehicles don't have clear rules and standards in body size,speed,limited driving mileag,vehicle safety,collision tes,production equipment and technology,the legal nature of low-speed electric vehicles is unclear now.Since all the safety technical conditions are different from ordinary motor vehicles,it is not included in the vehicle production enterprise and product announcement issued by the ministry of industry and information technology.Because it does not belong to the motor vehicle,the traffic control department can't award the license for it.Low-speed electric car traffic violations are widely for lack of management.Running red lights,retrograde,free parking,illegal operations and other illegal behavior has seriously disturbed the normal order of traffic safety and become a major traffic safety hidden trouble.This paper studies the traffic safety management of low-speed electric vehicle.Through literature analysis,case analysis and other research methods,the paper analyzes the traffic safety management status of low-speed electric vehicles.This paper introduces the basic situation of low-speed electric vehicles from the aspects of production and use status,the guidance of national laws and policies,and the difference between low-speed electric vehicles and new-energy vehicles.Taking the traffic accident in dezhou as an example,the traffic hazard of low-speed electric vehicle is analyzed.At the same time,it is difficult to deal with the difficulties such as lack of law enforcement basis and weak safety awareness,and the causes of the traffic management dilemma are studied.This study shows that low-speed electric vehicles are in the gray zone of national policy now.Low-speed electric vehicles develop rapidly depend on the advantages of low price,low cost and practical convenience,but the quality of product is uneven.In terms of production enterprises,product quality,driver qualification and product performance,there is a lack of unified management policies and industry standards at thenational level.With the rapid increase of the number of low-speed electric vehicles,the exposed traffic safety problems are increasingly prominent,as a result market access standards and relevant laws are urgently needed at the national level.With the clear category of low-speed electric vehicle and the daily management standard,the traffic police department has a law to enforce.It can effectively check the traffic violations of low-speed electric vehicles and maintain a good and orderly road traffic environment.Finally,this paper puts forward the countermeasures and suggestions for the traffic safety management of low-speed electric vehicles.In terms of establish laws and regulations,this paper puts forward standardizing the use of driving license,establishing and perfecting the insurance system of low-speed electric vehicles,and dealing with listing registration and annual audit.In the aspect of implementing the driving standard of vehicles on the road,this paper puts forward to handle the business of listing registration and strengthen the safety technical performance of the outgoing vehicles.In the aspect of strengthening traffic management,it is proposed to improve the driver's safety awareness from the source,carry out centralized regulation use and maintain road traffic safety order in various ways.
