Since1970’s, nonprofit organizations in global development is rapid, especially in euramerican developed country, non-profit organization has become the important part in the department of social fields. With China’s market economic reform, social transformation,"small government, the establishment of the big society", and the construction of the service-type government, the nonprofit organizations in China’s political, economic and cultural fields of growing importance, we will have highlighted the non-profit organization’s golden age.It is worth noting, by historical, political and economic system, the influence of such factors as the composition of Chinese non-profit organizations has a strong Chinese flavor. In a foreign country, nonprofit is completely independent third sector, and in our country present stage, non-profit organizations, the composition of the relative complex from nature mainly is divided into "folk spontaneous social groups","the official participation of community organization","institution", the government played an important role in it. Domestic nonprofit organization is mainly composed by the official participation of community organizations, institutions such as "top-down semiofficial" nature of the organization structure. Our country folk spontaneous social groups such "bottom-up grassroots groups" strength is very weak, but from a long-term perspective, the folk society strength namely grass-root organizations is the main constitutes the subject nonprofit organization.The improvement of the internal management level of needs has scientific and perfect human resources management and development do guarantee. However, at present, and the nonprofit folk spontaneous human resources management and development has a lot of confusion and problems. In the process of exploring practice, we need scientific foreign npo human resources management experience and reference to some of the profit organization established good practices, with our country folk spontaneous match the social organization of human resource management system, through human resource management and development, and to solve the current development bottleneck, strengthen some folk spontaneous social organization competitive ability.Our nonprofit research is concerned by many scholars. However, in paper brewing and writing process, the author understands the non-profit organization for the folk spontaneous human resource management research, especially for one not many salaried employees of the offer relatively perfect human resources management and development countermeasure research basically none, from human resources management "person, the personnel, education, couched in terms of some useful countermeasures to:to attract talent, reasonable use of talents selection, training and development talent, fully retain talents. This paper is divided into five parts:the first part is the introduction, mainly introduced the research background, the paper describes this research method, the paper’s overall research directions of the master. The second part is theory and literature review of scholars both at home and abroad, summarizes the definitions, the nonprofit organization of human resource management, non-profit organizations related theory of human resource management related research, etc. The third part through a lot of material, data, understands Chinese non-profit organizations, the present situation of human resource management by generalizing the total price, from organized selection talents, use the talent, training talents and keep talents in these four levels find the problems, and deficiency, and analyzes the reasons. The fourth part, from the four levels on non-profit organizations salaried employees in the human resources management and development of discussion. The fifth part is the conclusion and prospect.
