The "Decision of the Central Committee of the Communist Party of China on Deepening the Reform of the Party and State Institutions" requires "strict control of temporary employees hire and strict application of positions,responsibilities,authorities and various management systems." In this context,how does the local government manage these "hidden" financial support staff? What else is useful to improving? This is an issue that must be paid attention to in the process of modernization of regional governance in China.Based on the existing research,this paper conducts research on the case of N County through field investigation and text analysis.It presents the current status of the management system of temporary employee in this county,and points out its existing problems.By establishing an analytical framework for the management of temporary employee,the reasons for the problems were analyzed from four aspects: organizational mission,environmental factors,value orientation,and employment planning.Based on relative deprivation and other theories,this article puts forward optimization suggestions for formulating management methods,clarifying management subjects,adjusting management operation methods,formulating more equitable salary management,and improving daily management of personnel.
