Research On Renewable Energy Subsidies In The WTO Framework

The concept of renewable Energy is frequently be mentioned in these years，From theangels both included environment protection and politics development, renewable Energy hassome common characters with new energy、green energy and clean energy. From thefoundation of WTO, there is lot of cases related to subsidy measures, in recent years, somecase about renewable energy subsidy comes out very fast.The thesis consists of four chapters. First Chapter briefly introduce the concept and thecharacteristic about renewable energy as well as the renewable energy system，and also a briefintroduction of the subsidy in ASCM，both concluded the definition and the classification。The Second Chapter state the renewable energy subsidy cases regarding ASCM,and analysisof the rules and definition of the “specific subsidy “and “prohibited subsidy“，then followedby the introduction of the rules and practice of the regulation regarding subsidies andcountervailing measure. The Third chapter states the renewable energy subsidy system indeveloped countries (areas) and some other developing countries, and tries to find out thecommon and the characteristics of all the systems. The Forth Chapter is a summary of thecurrently applicable subsidy measures of China, and also with brief comment and analysis ofsuch measures, trying to analyze whether they are Prohibited subsidies and actionablesubsidies as measured by WTO. In addition, the writer trying to find out the inefficiency ofChina’s renewable energy law system. Then attempt to have an outlook into the developmentof China’s renewable system and try to find some reasonable suggestions.
