It is predicted that by 2030,China's fossil energy consumption will reach its peak,and the consumption ratio of traditional coal energy will continue to decline.Renewable energy will quickly catch up with fossil energy,and strive to achieve the goal of “ecological civilization construction” in the 19 th report.The “13th Five-Year Plan” will build a “clean,low-carbon,safe and efficient” modern energy system to transform the traditional fossil energy into a “sustainable development” concept of renewable energy.Compared with developed countries,China is still not perfect in the legal system of renewable energy subsidies.At the stage of exploration,we need to explore the renewable energy development system suitable for China in light of China's economic growth.This paper divides the paper into six parts:The first chapter mainly summarizes the significance of the research through the purpose of background analysis and research on the topic of renewable energy subsidies,using three typical research methods and innovation points.The second chapter defines the definition of renewable energy and renewable energy subsidies,and subdivides the main methods in detail.The third chapter is the basic theoretical research on renewable energy subsidies.It analyzes the externality theory of renewable energy subsidies,the concept of economics such as Pigou tax and Coase's law and circular economy theory,and makes a deep analysis of the theory of renewable energy.Paved.The fourth chapter actively learns the experience of foreign feasibility by analyzing the US,Germany and international trade subsidy rules.The fifth chapter is aimed at the detailed investigation and analysis of China's renewable energy subsidy legislation.There are still many shortcomings in China's current legal system: Renewable Energy Target Policy is slow,Renewable Portfolio Standard is immature,Special Fund System is ineffective,Green Certificate System is ineffective,and conflicts with WTO Subsidy rules are obvious and so on.The sixth chapter puts forward some feasible suggestions for the shortcomings of our country based on the foundation of our own resources.Mainly from the legal confirmation of Renewable Energy Target Policy,effectively exerting the quota effect of the Renewable Portfolio Standard,scientifically formulating the management system of the Special Fund System,using the Green Certificate to solve the subsidy gap and strengthening theintegration with the WTO Subsidy rules,the legal system for renewable energy subsidies in China make some preliminary suggestions.
