Research On The Legal System Of China’s Renewable Energy Power Consumption

The renewable energy power consumption guarantee system was established in May 2019,which indicates that China’s renewable energy power is no longer merely encouraging the development of the industry through the system and policies,instead,it has begun to address some of the problems that have arisen within the industry,focusing mainly on addressing energy waste in the development of the industry.This is also the transition from the direct financial subsidy and tax preference to the free competition policy for the renewable energy power industry.However,there are many problems in the current system,such as whether the quota target design of the renewable energy quota system is scientific or not,once the quota target design is too high,the enthusiasm of the local power generation enterprises will be severely dampened;The system design of the coexistence of the actual consumption and the green power certificate may lead to the double calculation of the consumption amount The current fixed electricity price subsidy system has led many enterprises to excessively pursue high government subsidies to enter this renewable energy power generation industry,resulting in a large number of "wind abandonment and electricity abandonment." In order to solve the problems of energy waste,system design and industry development,it is imperative to perfect the renewable energy power consumption system.A perfect system can play a positive role in the benign development of the industry,effectively alleviating the government’s subsidy fund pressure on the industry.In the context of the energy structure reform,the research on renewable energy is increasing all over the world,therefore,how to formulate a perfect legal system of renewable energy power consumption is a problem that we need to study in depth at this stage.This article mainly through to our country existing renewable energy power legal system and the question which produces in the practice process as well as to the foreign renewable energy power system carries on the combing and in view of the advanced experience carries on the reference,finally,some suggestions are put forward to improve the legal system of renewable energy and electricity consumption in China.
