Due to the impact of the two World War, the international society is required to establish a safety and enjoyment of the human rights of the social environment, in the unity under the leadership of the United Nations established the international protection of human rights, regional protection of human rights and the human rights protection of combination of three layers of human rights protection system, and further requires States to establish specific national human rights mechanism.To national human rights protection obligation and the perspective of the function of the national human rights institutions in our country, through to define the scope of human rights and obligations, the connotation and development of the national human rights protection, a comparative study on the international standard of national human rights institutions and practices of the country, on the basis of analyzing the function of the national human rights institutions to locate in China and research. The first part mainly defines the category of human rights and national human rights protection obligations of the connotation and development, analysis of the legitimacy of the establishment of national human rights institutions. The second part through a comparative study of national human rights institutions of international standards and national practice, classification and function of a concrete analysis of national human rights institutions.
