Along with the transformation of family planning policy and implementation ofthe economy society, thus, family size has become a miniaturization, and the familysupport functions got weaker. In order to meet the increasing demand, a variety offorms of social pension mode emerge as the times require, the pension agency with itsown unique advantages play a corresponding role, becoming the backbone to solvethe pension problem. At present, China’s current pension institutions can be dividedinto public pension institutions and private pension institutions. Both because ofgovernment support and the position is different, there is a big gap between themanagement and service quality, the old man is generally more willing to go to publicpension institutions, and even has showed the emergence of a "wait100years for abed" phenomenon. The orientation, management and development of public pensioninstitutions are becoming the focus of social attention.However, public pension institutions does not reach the acme of perfection, onthe contrary, they generally exist the following problems: the lack of a clear conceptof service; resources especially capital remains scarce; the fees are high but theservice quality is not high, the efficiency of capital operation and management is verylow,"the relative price" is not high; medical and psychological care is not in place;the lack of professional workers. All this seriously affects the quality of life of theelderly, and damage the Elderly Rights, but also restricts the healthy development ofpension institutions, One of the reasons for these problems is the pension agencyinformation opaque, lack of perfect supervision system and cannot effectivelycoordinating the interests between different stakeholders and the relationship betweenthe organization operation. Therefore, to research the information disclosure problemof public pension institutions based on the perspective of accounting is verynecessary.Besides, in order to alleviate the pressure of endowment service, the governmentpromulgated a series of policies to promote the development of the social pension,hoping to accelerate the pension service system construction and promote the development of pension institutions to standardization direction, which is a higherrequirement on the service and management level of public pension institutions.Therefore, Public pension institutions urgently need to reform the managementpattern, the introduction of new management mechanism, especially establishingperformance management mechanism.This paper bases on the perspective of performance management to studyfinancial information disclosure problems of public pension institutions, meeting theneeds of accounting information users, according to the theory of performancemanagement and performance of accounting theory to the current situation of thepublic pension institutions of financial information disclosure of our country isanalyzed, and taking Qingdao F public nursing home as an example, the disclosureform and content are analyzed in detail. Through the study found that financialinformation of public pension institutions in our country is not fully open, and fromthe perspective of the quantity and quality of disclosure can’t meet the needs of thestakeholders fully understand and evaluate organizational performance. Therefore,public pension institutions need to build a performance of financial informationdisclosure system to improve the situation, in terms of content mainly includes theperformance budget information, accounting information and the analysis of theperformance evaluation information, and finally in the form of annual performancereport made public. Performance through the establishment of the financialinformation disclosure system, can more fully transparent about public pensionorganization operation and efficiency of management of information. On the one handit helps accountability of the public pension institutions, and wins more support for itsgood performance, improves the social credibility; on the other hand, conducive to theformation of a constraint mechanism in the internal public pension institutions, urgeorganizations to strengthen internal management, improve service and managementlevel, to complete the mission, and promote the healthy and sustainable developmentof public pension institutions.
