The Research On The Influnce Factors Of Local Government Policy Executive Power And Promoting Strategy

The executive power of the government is an important guarantee to keep government decrees unimpeded and to improve the administrative efficiency. Policies made by central government are dependent on local government execution. If the local execution is not strong enough, even the best policy, the perfect system, and the ambitious goal can not be achieved at all. Local government is the main body of policy implementation, whose execution power directly affects the effectiveness of policy implementation. At present, the executive ability of local government in our country is obviously insufficient. There are wrong execution, incomplete conduction, and fake execution of the policies and the policies conduction without seriousness. The efficiency which should have been gained during the execution of local government has resulted to an one-sided, shortened, and degraded impairment. It does not only affect the execution of rules and policies issued by the government, but also harm the creditability of the government, weaken the central authority and affect the image of government. Now the urgent problem in public management is how to improve the execution ability of local government.This paper, which is based on analyzing the basic theory of the local government executive ability, attempts to expound local government execution problems under the trend of profit-based, flattery and formalism as well as to analyze the effective influence factors of policy implementation by analyzing the executive body quality, execution mechanism, and the execution environment. The thesis is based on the analysis of a typical case, Tangshan City, which is a medium-sized city and representative of local government in the country. That is because that the city meets several problems during the process of city-type transition due to the lack of scientific decision-making and stability, simple and crude execution, low quality executives at the grass-roots level. The paper focuses on the above problems and seeks an effective way to promote local government transformation functions, in order to promote the central and local governments and the harmonious development of society.
