Research On Evaluation Of Environmental Policy Executive Power Of Local Government

Policy executive power is the vitality of public policy implementation, related to the government image and credibility. Our party and government regard the promotion of policy executive power as priority and the academic circles have carried on extensive research to it. But, the depth and breadth is not enough. Research focuses on the objective description of current status and inadequate performance, and analysis of causes, suggestions. The difficult part, research on building of policy executive power evaluation index system, is not too much. Besides, research focuses on the general public policy, for the environmental policy is lack. While, environmental policy executive power is very special in the situation that in serious pollution and the key stage that State transform economic development mode and take the green development path. So, we must attach importance to the execution of environmental protection policies and enhance environmental policy executive power. Local government plays an important role in the execution of environmental policy. This paper attempts to assess the local government as the object, to build a set of environment policy executive power evaluation system, as the basis for local government to enhance the executive power. Around this core, focuses on the following:First of all, explain the concept of environmental policy executive power related. Draw on the others’ research findings, choose three representative studies that as theoretical basis for building local government’s environmental policy executive power evaluation system.Secondly, explain the necessity of the construction of the evaluation index of the local government’s. By analyzing the connotation of environmental policy executive power and related variables, determine their impact on environmental policy executive power, and then determine the evaluation dimension, sum up the evaluation indexes.Thirdly, establish an evaluation model, and a fuzzy comprehensive evaluation model based on the difficulty coefficient is constructed. Select the local government of Xingtai in Hebei province as the evaluation object for an empirical analysis.Finally, based on the evaluation results, analyze the performance and reasons of the execution power of the local government on environmental protection policy, and put forward the countermeasures.
