Online Speech Infringement Research Network Service Providers From Civil Liability Issues

Freedom of expression is a fundamental constitutional rights of citizens, the networkas a platform for a new kind of expression of speech, gives new meaning to it-freedom ofspeech. However, the restrictions on the freedom of speech process, we must prevent abuserestriction. History shows that the history of human abuse of freedom of speech is muchshorter history than in encouraging freedom of expression. China’s "Tort Liability Act" inArticle36of the network service provider’s liability rules are very strict, limiting thefreedom of speech too, in the long run, the protection of freedom of speech and civil rightsof citizens are protected extremely negative. Therefore, for the realization of freedom ofspeech and civil rights of citizens equitable, special articles on the Internet is particularlynecessary modifications.
