A Study On The NIMBY Movements From The Perspective Of Social Movement Theories

"Yu’s control over the water was to make use of the water as it is. For this reason, Yu took all the seas as ravines when there were floods. Now if we treat the neighboring countries as our drainages, once water flows outside its drainages, there will be floods in our own country which people hate the most." That’s the original source of the "Beggar Thy Neighbour effect". But nowadays in contemporary China, the "Beggar Thy Neighbour Effect" has a completely new version, that is the "Not In My Backyard Effect", and this effect stretches into a series of sensational social movement.Since the first "NIMYB" movement occured in2007in Xiamen Province in which more than one million citizens participated. There have been many social movements like this happened over the years in mainland China. There are no signs that this trend will be ceased on the country it has the possibility of being exploded.Technically, it’s a solid and sensible move to struggle for one’s own sake in the form of social movement, the tolerant of this move also shows the progress of the national political system. However the "NIMBY" movement nowadays stuck in the so-called "NIMBY Dilemma", namely the vicious circle of "the construction of NIMBY facilities——NIMBY Movement——the Removal of the NIMBY facilities".as long as a certain area chosen to be the location of the facilities which might mingled with negative effects, people lived in that areas will act and fight against the government. Deduced from this, all these "NIMBY" facilities will have nowhere to go.This article bases on the "NIMBY Dilemma" in contemporary China and the achievements acquired by the many scholars. By introducing the social movement theories from the western countries,to build a comprehensive model to study the "NIMBY" movements. Guided by the three grand factors——social change, structure and utterance strategy, from the perspective of political, economic, social, psychological to trace the background and agents of the "NIMBY" movement, meanwhile referring to the typical cases of "NIMBY" movement occurred in recent china to make a study of the mobilization strategies and action strategies adopted by the participants and the coping strategies adopted by the governments, to explore the drawbacks of both sides. In the end, coming up with the specific measures to deal with "NIMBY Dilemma " and mainly with the "NIMBY" movements. The measures include four dimensions, first of all, to enlarge the expression channel and attache great importance to the citizen participation, secondly to improve the relations between the government and the society and consolidate regime legitimacy, thirdly to identify different kinds of "NIMBY" movements and pay highly attention to the emotions of the participants,last but not least to expand the civil society and make full use of NGO.
