This paper is intended to find out and solve the management problems of the contract employees in Southern District Government in Zhong Shan City. Southern District Government generally realizes that this employees groups tend to be younger. They are easier to complain, be lower job satisfaction and work effciency and even easier to be quit. However, the current incentive policy is not effective. Based on the data analysis, this paper argues that the occurs of incentive problems is due to the four mismatches:between personnel capability and salary, between personnel capability and job design, between incentive system and personnel needs, between personnel development and training system. And following the guidance of the related theories, this paper suggest introducing the idea of capability management, by exploring the needs of the contract employees and making it match with the needs of Southern District Government, to design a system which balances the employees capability, salary, development and training for promoting the synergy of the various parts. |
