Jilin Province become the first nationwide provinces of implementation of the system of government employees after she promulgated "Jilin Province People's Government employee management trying scheme" in June 20st 2002.Subsequently, Shanghai,Wuxi,Wuhan,Changsha,Zhuhai,Shenzhen and other cities followed,the system of government employees become the focus of attention of the vast number of people in the short time.Based on the status of our government administrative system reform and development of the national civil service,the paper conducted in-depth study on China's system of government employees.In this paper,the structure can be divided into five parts:PartⅠ:Introduction.This part is about a more systematic analysis and discussion of the basic connotation of government employees and of the research status of domestic and foreign government employees system and the development of the status quo and its inspiration of foreign government employees system.PartⅡ:the dynamic analysis of the implementation of China's system of government employees.The part is about the dynamic of the implementation of our system of government employees.PartⅢ:the status quo of China's system of government employees.This part expounded the development status of China's system of government employees.The implemented status of the system of government employees was expounded in Jilin Province,Zhuhai and Shenzhen City.And Summed up the results achieved by the implementation of our system of government employees,and proposed the existing problems in the course of the implementation of China's system of government employees based on the in-depth analysis of it.PartⅣ:the analysis about the mode of development of China's system of government employees.This part is about the relationship between the civil service system and the system of government emp(?)oyees being analyzed and compared.And the writer summed up the development model of China's government e(?)ployees, (?)amely,the mode of Jilin Province,Zhuhai and Shenzhen city.On the basis of this analysis and research,the writer proposed the idea of how to build a scientific and rational model system for government employees with Chinese characteristics that is an important creation.PartⅤ:the countermeasures about the establishment and improvement of our system of government employees.This section proposed according measures of how to establish and improve our system of government employees.Finally,the writer had an analysis and prediction of the system of government employees.
