Accompanied with the further development of financial reform, the service charge by commercial bankhas risen gradually, which has caused great impact on the public. Between financial consumer andcommercial Banks also produced more and more legal disputes of service charge. To maintenance a freeand fair competition order for banking, to safeguard the rights and interests of the public and financialconsumer, and to promote a secure operating system for banking, service charge by commercial bankmust be regulated. How to the regulation of commercial bank service charge, is currently in the processof the socialist market economy in our country under the rule of law is an important task. Different fromwestern commercial bank service charge supervision idea, and due to the insufficient reform of theplanned economy, there are still some problems on the regulation of the service charge in China. On theone hand, the government has excessive intervention; on the other hand, the ineffective supervision onthe market of service charge also exists. Therefore, we puts forward some countermeasures: the first isthe need to improve the commercial bank service charge legal framework, a clear commercial servicecharge for the scope of authorization, permissions and regulatory responsibilities clear commercial bankservice charge; The second is to strengthen the laws of the state of service fees, reduce the directgovernment administrative intervention, perfect the government guidance price formation mechanism,establishing market regulation compliance guidelines; The third is to build a banking market monopolysupervision system, perfect the service fee information disclosure system, perfecting the service feecharges by dispute settlement system, perfecting the supervision and inspection system such aslong-term supervision mechanism.
