Study On Professional Ethics Of The Personnel Of The Comprehensive Law Enforcement Of Urban Management

With the booming of economy and the speeding up ofurbanization, urban management domain is confronted with direchallenges. In order to solve the problem of overlapping functions,the system of comprehensive law enforcement of urban managementis established basing on relatively centralized punishment, which isfirstly implemented in Beijing Xuanwu District in1997as a pilot, andthe system starts from here.The system of comprehensive law enforcement of urbanmanagement has been stretched out for more than ten years. Recently,the system has improved at all levels, and the professional ethics ofits personnel is promoted gradually. However, wrong conduct inprofessional ethics such as brutality during law enforcement is piledup one after another, which is not only a severe damage to urbanmanagement department, but also a baneful impact among the wholesociety. Therefore, it is an urgent mission to improve the professionalethics of the personnel of comprehensive law enforcement of urbanmanagement.This article is based on typical cases throughout our country,analyzing the reasons of wrong conduct in professional ethics of thepersonnel of comprehensive law enforcement of urban management,proposing some effective approaches to improve it. The whole articleis departed into four sections. In the first section, the author comparesthe professional ethics of the personnel of comprehensive lawenforcement of urban management with social morality and commonprofessional ethics, summarizing its connotation and characteristics.In the second section, the author points out specific wrong conduct inprofessional ethics combining some typical cases in our country, and analyzes the underlying reasons from the aspects of value, socialtreatment, access permission and training mechanism, and theconstruction of professional ethics all sides. The successfulexperience in construction of professional ethics from somedeveloped countries is chosen as a good example to broaden the wayof thinking to improve the professional ethics of the personnel ofcomprehensive law enforcement of urban management in the thirdsection. The fourth section elaborates the approaches to improve itfrom the aspects as following, optimizing the environment of lawenforcement, speeding up legislation process, consummating thesupervision mechanism, strengthening the training on professionalethics, and enhancing the personnel’s working treatment andself-intensification. In conclusion, this article strives to provideeffective advices from Omni bearing.It is a long-term task to improve the professional ethics of thepersonnel of comprehensive law enforcement of urban management.On one hand, perfect external regulatory should be offered as apowerful security, and on the other hand, the personnel themselvesshould enhance their self-intensification to internalize professionalethics as a part of value. Only to endeavor in both respects will thewrong conduct in professional ethics of the personnel ofcomprehensive law enforcement of urban management decrease.
