Research On The Western Rural Areas Of Poverty Campaign At The Time Of Social Transformation

The tremendous achievements have been attained in poverty campaign since the reform andopening-up in China, meanwhile, the poverty conditions in rural areas are still serious.Leading Group of the State Council for Development-oriented Poverty Relief, on March,2012, asserted that according to the increased poverty standards (the per capita net income ofrural households was2300yuan each year)in2011, the national poverty counties had592andthe poverty-stricken population were no less than128million. The Western Rural Areas,because of the influences of nature, economy, society, history, culture, religion and variousfactors, were still the important and difficult areas of poverty campaign in China.With the deepening of reform and opening up and the propulsion of the grand westerndevelopment program, the western rural areas are gradually into the social transformationwhich lead to series of problems, such as over-rapid population growth, the increasing surpluslabor, the increasing poverty-stricken population and poverty-returning phenomenon seriously.In the background of all-round construction of a well-off society and harmonious society, thepoverty issues of western rural areas not only concern the economy development of westernareas and social progress directly, but also affect the stability of social and political orderlargely in China. Therefore, concern and research on the poverty issues of western rural areas,accelerate to alleviate or eliminate the poverty situation in western rural areas, allow people toshare achievements of national economic and social development and realization of socialjustice and social equity have become the chief goals of our social development and strategicrequirements.This thesis is focused on the various poverty issues in the western rural areas at the timeof social transformation, which is mainly discussed in two respects as follows: Firstly, therelationship between the poverty situations of western rural area and the influences ofenvironment has been explained. Under the condition of describing the poverty distribution ofwestern rural areas clearly, the main purpose is to analyze the factors of intrinsic mechanismand external shocks of western rural areas in detail, and to demonstrate the poverty situations of western rural areas which can be influenced by natural environment, historical reasons,cultural context and social environment. Secondly, basing on the poverty situation of westernrural areas at present and summarizing the experiences of poverty campaign in western ruralareas since the reform and opening-up and proposing the basic system of poverty campaign inwestern rural areas at the time of social transformation, which can provide guidance andassistance for boosting the actions of poverty campaign in western rural areas.
