Research On Agriculture,Rural Areas And Farmers Under The Background Of Rural Rejuvenation

Agriculture is the foundation of the national economy,and issues concerning agriculture,rural areas and farmers have always been the top priority in the work of our party and goverment At the 19th national congress of the communist party of China(CPC),the rural revitalization strategy on agriculture,rural areas and farmers has put as the focus of the work.The overall structure of revitalization strategy is improving day by day.As the most direct participant and executor,local government will directly affect the implementation effect of revitalization and impact whether the goal of revitalization could be realized.The functions and roles of local governments in the work of agriculture,rural areas and farmers,as well as the scientific and standardized behavior of local governments will directly affect the effectiveness of the service of agriculture,rural areas and farmers.In the current transition from targeted poverty alleviation to rural revitalization,it has the important function and the significance to realize the countryside vitalization goal how local governments play its role and how to implement the policy precisely in the field of agriculture,rural areas and farmers.This paper is planning to explain the meaning of the three rural problems make a detailed analysis of government behavior based on the theory of new public service and the functions of the government,in Naiman poverty-stricken ethnic minority areas of local government services to agriculture,rural areas and farmers behavior as the research case,surrounding the industry development,poverty alleviation engines,talent cultivation,rural governance and rural reform from four aspects of government behavior are analyzed.Through in-depth research,it is found that the Naiman government has room for improvement on functional positioning deviation,insufficient industrial support and insufficient financial environment construction in the work of agriculture,rural areas and farmers.Using the comparative method to Jinjiang city of Fujian province,central China advocates city of Sichuan province and the Guangxi province,poverty-stricken ethnic minority areas Tiandong experience summary analysis of the behavior of the government service to agriculture,rural areas and farmers,reached on the behavior of local government to ensure the integrity of the government's scientific planning,diversification of nurturing talents incentive,the reform of government role play to indirect and efficiency to maximize the experience of the enlightenment.Finally,the countermeasures put forward how to optimize the local government service to agriculture,rural areas and farmers,the local government should lead agriculture,rural areas and farmers work orientation,innovative work ideas,promote the precision of poverty alleviation and rural revitalization of effective connection,on the way to optimize the government behavior should pay attention to play a role of multi-main-body governance industry,cultivating core competitiveness,improve the rural financial environment,multi-channel measures such as cultivating talents.
