Research On Power Centralization And Distribution In East Asia

How should power be centralized and distributed? How would China, whichused to be splendid while suffered a lot, be revival? How would the theory of PowerCentralization and Distribution contribute to the diplomatic strategies of China?Would the order of East Asia transfer peacefully?Anarchic international system is not chaotic, instead, it is the cycle ofaccumulation and dissipation of dynamic evolution of the respective powers of thebody occurs at different levels. International political contradictions and conflictsexert huge gap between no specific performance standards and the endless stretchingdemand. The fundamental reason is the fracture and dislocation of ability and ideas ofthe subject. And the direct reason is the imbalance of power operating processes,which seriously hamper the realization of human longing ideal world.International system is the reality for China’s participation, and also is theimportant resources to seek national interests, which presents stability and stagnationin the macro level, while shows complexity, volatility and fluidity in the micro level.It is the present situation of East Asia, which is the mechanism like this: Closeinternational contact but fast distribution of power. In this uncertain world, thetraditional vision won’t be effective. In order to understand the effectiveness of power,we should regard every subject as a equal community, and all participants should beplaced in the main liquidity situation, which also should be extended, supplementedand deepened.After analyzing the basic theory, experience and fact, and diplomatic strategy,this paper presents a new concept of "power distribution ", which mainly refers to thecontinuous interactions among international main bodies, the development trend ofpower agglomeration of centralization and distribution, the behavior dynamic process,where all participants are in the charge of environment and interests, which showstendentious feedback after externalization and integration. In short, the powerdistribution concept shows internal laws, running posture and exercise professiondegrees of the interaction among states. Meanwhile, the power distribution is cyclical,dynamic and "Domestic-International", and its function is to enhance the dynamic nature of governance, advance social change, rich diplomatic strategy. There is a newpath for China’s to reshape its foreign strategy. That is to further reshape the“participatory deliberation” model, create a “control agreement” model, strengthenthe “political cycle type” action, and promote the “public representative type” action.The theoretical task of power distribution concepts is to enrich the connotation ofpower in international relations research, and the practical significance lies incultivating diplomatic strategy to build a balanced and rational thought.
