Study On Government Function Of Township During The Construction Of New Rural Communities

The problem of agriculture, rural areas, farmers has always been the party andthe country pay close attention,to perennially.Especially since twenty-firstCentury,the "three rural issues" becomes more and more important, the annual centralNo.1document has "three rural issues" in the policies and decisions.In2006,theCentral Committee of the Communist Party has announced “several opinions that theState Council on promoting the construction of new socialist countryside”and “majorissues of building a socialist harmonious society decision of the CPC Centralcommittee”. In the same year has issued two major policies on rural areas, not onlythe work of the CPC Central Committee on the coherence, but also shows itconfidence and determination to promote the "three rural issues".In2006Octoberpromulgated the “major issues of building a socialist harmonious society decision ofthe CPC Central committee”first made the building of new rural communityguidelines to actively promote the construction of new rural communities in ruralconstruction,and the community construction is to be orderly management,soundpublic service and Harmonious civilization.The new rural community constructionstarting on nationwide after the Central Committee of Communist Party announcedthe new rural community construction policy.As the direct leader of new countrysideconstruction, the township government of traditional management idea and thefunction mode of operation has been unable to meet the new rural communityconstruction under the background of new era demand, its function should bechanged.This paper focuses on the study of township government functions.This paper’s theoretical tools are the theory of governance and the new publicmanagement theory.In the case analysis as a starting point, combining with thecollected data and the actual survey in question to analysis and research the problemsof township government play in the new rural community construction.And thinkingabout hao to solve the problem,trying to put put forward reasonable proposals.The township government of traditional management idea and the function modeof operation has been unable to meet new era demand,the construction of new rural community calls the township government to chang their functions.In theconstruction of new rural communities, the township government functions appear toproblems such as lack of theoretical knowledge,administrative ecologicalenvironment seriously,property rights and the governance function does not match,the low efficiency and so on.in order to accelerated promote the new rural communityconstruction,the township government to change their functions should be mainlyfrom the following two aspects.The first is to correct positioning of the townshipgovernment functions.The functions of township governments should focus on threeaspects：the economic development, grassroots democracy system construction andsocial management.Secondly,according to position of township government functionsto find the effective way to realize the transformation of township governmentfunctions.One is to good governance:the township government ruling idearenewal.Second is improve the administrative ecological environment.Third is reformand innovation the financial management.Fourth is optimization of the performanceappraisal system, establish a correct view of achievements.Fifth is strengthen theconstruction of the township government civil servants.
