Research On The Problems And Countermeasures Of The Functions Of Township Governments In The Development Of Rural Tourism

The development of rural tourism is not only an effective way to promote the prosperity of rural people,increase income and industrial upgrading,but also an important breakthrough to comprehensively promote rural revitalization and accelerate the realization of agricultural and rural modernization.In recent years,the development of rural tourism is in full swing,but restricted by the incomplete transformation of government functions,grass-roots governance ability and governance level and other factors,the high-quality development of rural tourism is facing some bottlenecks that need to be broken through.At present,the domestic research on the government functions in the development of rural tourism is mostly at the macro level,while the research on the township level is less,which also leaves room for innovation for this paper.From the perspective of township government function optimization,this paper selects l street,which is immature but has great potential in the development of rural tourism,as an example,comprehensively uses the methods of literature research,field investigation and case analysis to conduct a comprehensive and in-depth analysis on the township government function in the development of rural tourism in L street,and finds out the problems of offside,vacancy and dislocation of township government function Based on the analysis of the reasons,this paper puts forward some countermeasures and suggestions to optimize the functions of the township government.The research results are as follows: first,from the macro-control,market supervision,public service,social management,environmental protection five aspects of L Street government function analysis,found that l Street government function vacancy,offside,dislocation problems,specifically,in the system planning,infrastructure improvement,marketing promotion function vacancy problem,in the tourism project construction,tourism development There are offside problems in tourism project operation and intervention of village level autonomous organizations,and dislocation problems in township government and functional departments.Secondly,the paper analyzes the causes of the problems,and summarizes the reasons in four aspects: the concept transformation of "service-oriented government" is not in place,and the government's capital reserves and financing capacity are insufficient Third,based on the analysis of the reasons,according to the theory of service-oriented government and the theory of grass-roots governance,this paper puts forward countermeasures and suggestions for the optimization of L Street government functions from three aspects: first,changing the service concept,improving the institutional setting,perfecting the system and planning,and improving the quality of service To improve the service quality,further strengthen the concept of public service and improve the high-quality public service system.Second,to promote the orderly development of rural tourism by improving the governance level,enabling science and technology,encouraging social participation and strengthening professional training.Third,to cultivate leading enterprises,establish incentive mechanism,strengthen marketing promotion and implement diversified financing Step by step,strengthen the dominant position of enterprises in the market,and stimulate social innovation and creativity.
